#26: Eduardo Arellano Félix
Eduardo Arellano Félix was a key figure in Mexico’s Tijuana Cartel, serving as both strategist and financial brains behind the family-run empire. He managed money laundering, bribes, and logistics while his brothers handled the violence.

Known as the “Doctor” for his calm intelligence, Eduardo tried to make the cartel more organized and less reckless. But by the early 2000s, law enforcement pressure and internal feuds brought the organization down. Captured in 2008 and extradited to the U.S., he remains one of the last surviving Arellano Félix leaders.
